Qualification Examination – AQB
Qualification examination:
Entrance requirements for applicants for the qualification examination as an SAQCC-Competent Person:
must have completed an approved Competent Persons training course for the scope required, to the satisfaction of the Approved Training Body responsible for the course
Application:
Each applicant for the qualification examination shall complete an application on Form PF 12 which will include:
In conjunction with this application form, each applicant will be supplied with an information sheet, GF 07, detailing the applicant’s rights of appeal and complaint with reference to qualification.
All documentation submitted by applicants, when applying to SAIW Certification for a qualification examination, must be original or photocopies verified by a Commissioner of Oaths or South African Police Services.
Verification of an applicant’s identity is required and will only be accepted in the form of a current, valid national identity document or travel document.
The identity or travel document being used must contain a current black and white or colour photograph of the applicant.
Certification
All applicants must:
provide evidence of visual acuity, tested within the previous six months,
a) such that the applicant is able to read J1 (or N5) sized letters of the standard Jaeger or equivalent test chart at 300mm and J7 at 1000 mm,
b) and of at least 6/6 on a Snellen chart or orthorator with at least one eye, corrected or uncorrected.
provide evidence of having clinically assessed normal fields of vision,
have passed the relevant examination for the certification scope applied for,
AND
Route 1
N2 or less in mechanical engineering/metallurgy or other relevant engineering qualifications,
AND
Five (5) years experience/training in inspection and testing of boilers and/or pressure vessels under supervision, during which period the applicant must have carried out supervised and documented inspection and testing on ten (10) boilers or ten (10) pressure vessels. Evidence of this testing and inspection must be verifiable and must be supported by certificates.
Route 2
N3, N4 or N5 in mechanical engineering/metallurgy or other relevant engineering qualifications,
AND
Three (3) years’ experience/training in inspection and testing of boilers and/or pressure vessels under supervision, during which period the applicant must have carried out supervised and documented inspection and testing on ten (10) boilers or ten (10) pressure vessels. Evidence of this testing and inspection must be verifiable and must be supported by certificates.
Note
Applicants who have successfully completed a trade test or apprenticeship / learnership, in one of the listed trades, will be given a one (1) year credit against the experience/training requirements in Routes 1 and 2.
Route 3
Technikon, N6/S3, B.Tech, GCC, IPE, relevant degree
AND
One (1) year experience/training in inspection and testing of boilers and/or pressure vessels under supervision, during which period the applicant must have carried out supervised and documented inspection and testing on ten (10) boilers or ten (10) pressure vessels.

Each applicant for initial certification shall complete an application on form PF 13, which will include:

Each application for initial certification will be reviewed by SAIW Certification to confirm that:
Scheme Committee
On completion of the review of the certification application by SAIW Certification, the documentation will be passed to the Competent Persons scheme committee for consideration and for a decision to be made on certification of the applicant.
All applications submitted to the committee will be assessed by two members of the committee, before a decision is made on the certification of the applicant.
On completion of the assessment for certification, the applicant’s documentation will be reviewed by SAIW Certification Administration, to ensure compliance with this procedure. The decision on certification of a candidate will only be made by members of a scheme committee who have not participated in the examination or training of the candidate during the previous two years.
Any such scheme committee members will recuse themselves from the certification decision. Any situation, which has resulted in a conflict of interest during the previous two years or a current conflict of interest, between a scheme committee member and a certification candidate, will cause the scheme committee member to recuse himself/herself from the certification decision.
As part of the assessment procedure for an application for certification, each scheme committee member involved in the assessment will be required to sign a declaration stating that there are no conflicts of interest between himself/herself and the candidate for certification assessment.
This declaration will be included on all certification assessment forms used by the committees when making the decision on certification.
